Usually means that it's just something that references someone using the trope (for example, if someone put just a picture of Edward Elric on Berserk Button, it would be Just A Face And A Caption). Of course, if the trope is Mismatched Eyes, it could just be a face and a caption without being Just A Face And A Caption.
Basically, if the page image is showing the trope, it's good, if it's not, it might be Just A Face And A Caption.

It's also just short of a bannable offense to use one.
I exaggerate, but really, it is not to be used. It's better to not use an image at all than have JAFAAC. Much better.

So? The message was made loud and clear that JAFAAC is wrong. I highly doubt using hyperbole to do so is enough to cause people grief.
