It only applies to Homestuck and it happened a long while ago.

Homestuck is so long, has so many plot twists, and used to update so frequently (more than once a day) that trying to figure out what to spoiler is a nightmare. As the page says, even looking at the character index contains spoilers... not just the character pages themselves, but the index.
A while ago, a concensus was reached to just unspoiler everything for that work. It was too hard to figure out where to draw the line.
It only applies to Homestuck and is definitely not a general policy.

OK, that makes sense. But, shouldn't it say something like "Because of its complex nature..." instead of just "Because it's free..."?

Homestuck Has the following text at the end of the description section:
"Homestuck is freely available and there's no barrier to reading it, save for its sheer length, so every single spoiler tag has been removed on every page; even visiting the character index contains spoilers."
Is this actually a policy now? Should I start going through every webcomic entry, or the entry of anything that's "free", and start removing spoiler tags? If not, why is ''Homestuck" different?
