Sort of, but it is more of an explosion than an actual side effect of something powerful happening on the ground. Pretty much anything that blasts through the clouds enough to either clear them slightly or completely, as was Ichigo's case in that episode.

I'd have to assume Ichigo was because of his Battle Aura. Otherwise, it could be a Ki Attack.
This trope seems rather common. The jist of it is some character is so strong that they can part the clouds either by moving through the cloud layer or throwing energy up to the sky. The only example I have of this is Ichigo Kurosaki from Bleach at the end of Episode 361.
