Maybe it has to do with a recent update that requires legacy accounts to have emails attached, and they have the "new" tag to show that they have updated their accounts to include an email address?
THE GOLDEN AGE WILL RETURN AGAIN!
Recent update treats account age not from registration date, but from when email was added, probably.
I suggest copying this to Query Bugs.

I've noticed a few usernames I'm familiar with from other edits, and the site has the "new" tag by their names. I'm able to go back a while on their edit histories, so... I dunno what's happening here.
