In fact, bullets do frequently cause significant wounds, even in the heavies like Zoro in Alabasta or Franky when Nero shot him in the back. It's not that the guns are unreliable, per se, it's that most folks in the higher up levels are sufficiently fast to dodge them, sufficiently enduring to take them, or just flat out immune to them via a Devil Fruit power.
Also Sea Stone bullets where used remember? In Impel Down the guards fired at Luffy and Co when they where escaping from level 6. They have been made their just in very short supply.
I wonder if Usopp could pick one up from a fight with a marine and use it as slingshot ammo if he had to fight a fruit user.

Oda's already brought something like six or so into the main story and I imagine that Wapol, CP 9, Gedatsu, the rest of Baroque works and Enel will show up at some point further down the (grand) line. I'd specified as early as December 3rd, post 344: I've been a fan of Inazuma since he/she debuted, so it bugged me that we hadn't seen him/her since the ship landed. So, I'd anticipated seeing his/her power again at some point. Law of conservation of detail, Oda, you genius!
