I think the best "Justified" examples (and most-common Real Life ones) tend to involve units that are substantially different in kind or physically distant from "the Regular Army." M*A*S*H or Real Life Special Forces guys in the Afghanistan boonies come to mind.
Jet-a-Reeno!It might be better to have the examples talk about a unit as opposed to "The Troperia Army" - having an entire army be Mildly Military would be pretty uncommon, at least if there's any sort of genuine threat in the universe.
Exaggerated: You get put in the brig for trying to enforce the rules.
Reconstructed: The lack of discipline leads to a disastrous defeat, but they partially redeem themselves because their focus on individual initiative and loose organization make them surprisingly good at guerilla warfare.
