I don't think so. The problem is mostly that Water can often learn (Ice) moves that beat its weaknesses (Grass and Ground). I think if one were to change the Water type's matchups, which I don't currently think is necessary, it would make sense to give it a new, logical weakness. Probably Poison. That, or decrease Water Pokemon's access to Ice type moves.
Plus, Freeze-Dry already exists.

The sad, REAL American dichotomyI'd definitely consider Ghost to be one of the unbalanced types. There's little differentiation between it as Dark offensively, and it's only got two weaknesses and an immunity.
Two immunities. And two resistances. And an immunity to all forms of trapping, including trapping and binding moves. And one of the two types it's weak to is itself. And they can block moves like Rapid Spin simply by existing.

- Having it be weak to Fairy would be yet another thing it would have in common with Dark, so maybe I shouldn't do that.
- Since I'd nerf Fairy in other places, I wouldn't mind still giving it a resistance to Ghost.
- Ghost should logically resist Steel. And that would serve to nerf Steel a bit, which was part of my intent... But that's an offensive nerd, which isn't super relevant. And that would also buff Ghost defensively, and Ghost doesn't need a buff.
Typings are hard.
On a separate fleeting thought, imagine if Fairy and Dark were mutually strong against each other.

Diverging a bit, while I do think removing Steel’s resistance to Ghost makes sense, I would have kept its resistance to Dark.

There should be something more that sets apart Ghost and Dark offensively. You'd think this would be easier, since Dark has multiple definitions - evil, underhanded, nighttime, absence of light - but it's hard to actually apply. One could make an argument that "Electric or Fire should resist Dark", if you lean into the "absence of light" definition, but more Dark Pokemon and moves are actually based on the "underhanded" definition.
Okay, here's where my mind is currently at. In addition to the changes I'd listed at the bottom of the last page, further thought has now made me consider adding the following:
- Poison is strong against Water
- Steel is resisted by Ghost
- I want to reassess the Fairy/Ghost relationship, but I don't want it to be a repeat of the Fairy/Dark relationship.
Ghost is kept in check by its strongest moves being weak. But yeah, ever since Steel stopped resisting it, it became one of the best offensive types in the game (and that makes Normal better).
FUCK Pursuit-trapping, and good riddance in any case. You may say things about Stealth Rock, but switching out when in an unfavourable matchup is a core feature of the series, and Pursuit made 2 types unable to do so: If a Dark type with Pursuit switched in a Ghost of Psychic type, it won, because the logical, smart move gets punished with Pursuit.
Pursuit was a toxic move and is one of the gimmicks I wasn't sad to see gone (also: Hidden Power as it was in its cumbersome way; give proper coverage to 'mons, and make HP able to change type, rather than binding it to I Vs. And Return and Frustration over Body Slam never felt proper to me.)
Ice being effective against water would solve so many issues imo. It would help ice out a lot and debuff how OP water is.
