How do you know if a college is right for you?

So this happened at my college today.
The possum is a potential perpetrator; he did place possum poo in the plum pot.

I am trying to take the Math Placement test at a community college but I cannot travel to the school physically due to not having a car.

Got it. I hope the counselor is able to help me out with this. How do scholarships work, though? Would the college give me one, or my school would have to? Because if it's the latter, I think I'm kinda screwed because I often hear scholarships are pretty hard to get in Brazil by virtue of there not being a lot of public money for education, meaning you have to be the best of the best to qualify for one. (They're based on how high your grades are.)
