What does anyone think Rachel will be doing in the film? I think she, and her sister Maddie, might be making amends with each other.
Rachel is getting married. Tom and Maddie are there for the wedding. It's a wonder she even invited Tom at all. She already hated him for no reason and the events of the first film just made things worse.
That is why Maddie and Thomas are Demoted in the sequel film.
I'm surprised anyone was willing to put up with her long enough considering how she acted towards Tom. It's probably a bit too dark for the movie but I wonder if she didn't like Tom because he was a white guy.
I've seen it suggested that she's just a Cop Hater.
I mean. Fuck the police and all that. Tom's initial motivation, that he wanted to move to the big city so he can shoot some bad guys and be a big star action hero super-cop made my skin crawl. But the movie gives absolutely no indication whatsoever for what, exactly, Rachel's vendetta is about.
Tom, Maddie, and Rachel are all stock characters for the standard Hollywood formula that is Tom's story, with Rachel being the Wife character's sassy sister. She exists because "The Awful In-Laws" are one of Hollywood's favorite married couple jokes. She's the Patty and Selma to Maddie's Marge Simpson.

Currently liveblogging Haruhi Suzumiya and revisiting Danganronpa V3.It was more like Tom wanted to save someone and not just do community service, which is what he did with Sonic, thus fulfilling his character arc and seeing no need to go to San Fransisco after all. I never got the impression that he wanted to become Dirty Harry.

Same. He felt like he wasn't really doing anything notable in Green Hills, so he thought he could actually make a difference in San Francisco before he found out how important he was to the town.
"He wanted to be Dirty Harry and shoot people legally" is a... weird reading of his character, even if you're (justifiably) critical of police and their portrayals in media. It's admittedly a bit naïve and copaganda-ish, granted, but nowhere as bad as most examples of that, and he abandons that dream anyway once he finds fulfillment by realizing how important he is to his friends and community.

He's a guy from a small town, they generally have an idea that the big city has the answer to all their dreams when it really doesn't.

Anyway, Rachel was a just stereotype. Hopefully, she'll either be a better bit character or won't be in the movie at all.
Her daughter was great though. I hope Rachel returns partly so we can see Jojo again and partly so Rachel can get character development.
