Why is She's All Grown Up IUEO?

Is it somehow bad for us to write a character's matured looks?

Yes. Because we don't need tropers perving out over characters in works. We've been down that road. Keep it in your pants, or at least close your door.

There used to be massive amounts of such perviness here which gave the place something of a bad reputation. Despite most of it being purged, there are still sites out there that act as if it is still commonplace. Giving them ammunition by letting it back in would be counterproductive.

A big problem with such tropes come down to timeliness, it feels mildly relevant when it is a recent occurrence but becomes increasingly dated as time goes on. Everyone was young at some point and they grow up eventually, pointing out an adolescent became an adult seems rather irrelevant when the adult is now 35.

When it comes to a story it doesn't matter if it is viewed decades later, those tropes still exist.
