My guess is that Agartha is the name of their country, which is underground and not known to the surface dwellers. Even Hubert, who actually knows about them, only refers to them as "those who slither in the dark"; this is the same name used in the Shadow Archive. Hence, Rhea never calls them Agarthans because she hasn't heard the name "Agarthan".
According to the developer interview, Rhea doesn't completely ban technologies permanently, just temporarily. The idea is that humanity once advanced too fast, which led to orbital bombardments and Sothis going into a coma. This time, Rhea wants technology to advance more gradually so that society remains more stable and new tech can be properly integrated.
The archive mentions telescopes being banned, yet Hanneman has a telescope in his lab. Dissections are also on the list of banned technologies, but Manuela has a detailed anatomical dummy in the infirmary, one that could only have been made with knowledge gained from dissection. Evidently, at some point between the writing of that document and the time the game is set, Rhea decided that society had advanced enough for telescopes and dissection to be made available.

That said, I think all three Lords would take a dim view of unregulated capitalism. Market regulation would be a natural impulse for all of them, given that they grew up in authoritarian cultures (even if they don't agree with them, none of them show inclinations towards outright egalitarianism and unregulated society).

Claude is the only one with an economic idea and as Japan has shown us, it's beneficial for the Continent and unlike Imperial Japan, Byleth can teach the people of Fódlan to not repeat the history of old. Claude wanted something similar to Edelgard, but by using Diplomacy, faith and his cunning schemes instead of Military power.
Claude is the only one who had goals beyond Fódlan, Dimitir and Edelgard only stay in their country.
Fódlan would basically increase in economy and also see a huge boom that could increase the standard of living like in the Middle ages and Modern day but without slavery.
