The trope is about Nothing Is Scarier as applied to a villain of a work; specifically, that the villain is never shown onscreen without having their appearance obfuscated in some way. The name Ultimate Evil does not indicate that in any way, and instead sounds like it's referring to Big Bad, Greater-Scope Villain, Eldritch Abomination, or any of a number of other tropes. The page itself even has a disclaimer that opens with "Despite the name". That's a clear indicator to me that the name should be changed. Trope pages should never have to specify that the trope is not what the name sounds like it means.
