I haven't seen Street Fighter II V but some of the anime and manga inspirations for Street Fighter II, such as Fist of the North Star, Saint Seiya, Riki-Oh and Jojo's Bizarre Adventure are quite bloody so it would make perfect sense for an anime adaptation to be bloody as well.
