Freudian Excuse is both a story and character trope. I'd argue that it belongs on the Characters page since it still has an impact on characterisation and how the story presents said character, no matter how poorly written or briefly mentioned it may be in canon. Notably, it's also listed in the Motivation Index, Backstory Index, and Character Flaw Index.

We can never truly eradicate the coronavirus, but we can suppress its threat like influenzaI agree with that. It fits better on the character page, since it always pertains to a character's motivations.
Check out my fanfiction!Freudian Excuse is fundamentally a characterization trope: it describes a character's motivations. I don't see how it gets any more character-based than that. It can also be a plot trope, of course, but tropes can exist in more than one category.
