I think it's a trope. Honestly, there's not much to say. It's a trope because the actual idea is an old one. Older Than Print at the very least. I mean its been a thread in Christianity since the beginning since it was found even in its contemporary Jewish traditions (see Philo of Alexendria if I'm remembering the sources correctly). Arguably the singular figure of evil is more of an import from the explicity dualistic Zoroastrianism and the two ideas have been in a dyanmic tension throughout most of Christianity's existence. (Anyone who knows more about the Islamic stance on the matter want to speak up, feel free 'cause I've got not information on this particular issue).
In Islam there's only 1 such devil figure, i.e Satan. He works by tempting both humans and djinn, which in turn will tempt other humans and djinn. Something like that.

Rather than being a singular embodiment of evil, there's multiple demon lords that run Hell. And the ruler is whoever is the most powerful demon at the moment and has usurped the previous ruler. Which would possibly mean that the Devil himself has been deposed by a younger, more powerful demon.
