Yes he is. He's basically the same kind of creature as Xion, and she gets to be a person despite being unpersoned
People say everyone is Xehanort and Sora, but let's not forget there are so many Rikus in KH that he rivals Goku in Dragon Ball Fighterz.
Riku was also a veritable nesting doll of hearts in KHI. He had his heart, Ansem Seeker of Darkness, Terra and Eraqus all crammed in there. Xehanort has some baggage.
Riku Replica being capable of being his own being is what makes his fate in COM Tragic...

Marluxia was always a manipulating, power-hungry asshole, which Xehanort also is.
His fundamental personality doesnt need changing so much as, shall we say, redirecting. As it were.
You'd need a lot more work to correct Demyx's fundamental and incompatible personality flaws, and he wouldn't be recognizable by the end.
MX has gone out of his way to Nort Even or Vexen
So if MX goal was over whelming power for the last battle, it seem odd to pick one of the weaker fighters and not one of your top two enforcers 'Since Lex was Marluxia's check'
Now granted the reason's obvious you don't Nort Vexen for his combat prowess... You nort Vexen for his brain and Scientific knowhow
