It's the opposite, isn't it? They're saying orcs are too dumb to form a proper army unless there's an orc lord pushing them.
While that itself could be chalked up to charisma or maybe just an orc culture where they reject most authority figures, I'm pretty sure they did explicitly call the orcs dumb.
It could also be said that the orcs are represented in a very stereotyped manner. They are an oversized army of pig-faced soldiers, so you can expect little empathy from the audience or from whoever they meet.

From what I'm seeing, the manga never calls the orcs stupid, just self-centered and prone to infighting, while Gerudo was charismatic enough to earn the other orcs' loyalty even before being named, it seems.

Hitokiri in the streets, daishouri in the sheets.Having read the novels I can confirm the part about the in fighting. It's also at least partly logistical. The orcs live in a fairly barren area and they have to be dispersed otherwise they'd strain their local resources too greatly and so it takes something like the Orc Lord to unite them in such large numbers.
I think Orcs were supposed to be pretty stupid and wild. Nothing really that weird about different species having varying intelligence.
Best part of the episode was Shion's er... cooking. Strong enough to even kill Rimmuru. And everyone actually expecting Gobuta to be dead and just treating it as a no big deal.
Second best was Gabiru getting his ass kicked but Gobuta of all people, cementing himself as the biggest Butt-Monkey of the series.
We know for a fact that orcs aren't stupid and bestial, so it really is just in universe racism that is never acknowledged.
We know it? It's been some time since I've read the novel but I don't recall that being mentioned.
The manga makes it clear they were not warlike and in both it and the web novel they're horrified by what they did under Geld. Geld 2.0 is also a recurring character and obviously not stupid.
I though they became smarter after evolving into High Orcs.
tbh... Not going to delve into something like "Universal Racism" of entire species... That would be another topic for me as honestly, dont really mind Orcs either.
Also, cant wait for the next episode to pull out and wonder how Rimuru and co. Can defeat the Ogre.

Edit: Also regarding the opinion of Orcs, I'm fairly certain that they mention part of the problem is that there aren't a lot of interactions with other races, both monster and mortal, outside the rampages caused by the Orc Lords which tends to colour opinion of them rather unfavourably. the orc joining the Great Jura Alliance being a historical anomaly

Because everything I touch went to hell."Ok I have all of the translated LN's so on the topic of orcs, no they aren't stupid, but they aren't particularly intelligent and neither were the goblins. This is all due to the fact they all had VERY short life spans(Goblins max was 20 with an average of 15, Orcs it's not mentioned, but being higher tiered than goblins I'd say double that is fair) so they only developed the most basic life skills(primitive hunter gatherer) and not much else. They are also described as being more prone to aggression and in fighting in large numbers due to the resource issues. They're intelligent and sentient, but nowhere near the level to mount an army like this.
Abil (the Lizardman king) does note that for the orcs to have been amassing at all meant that there was a lord keeping everyone in line. It isn't the first time it's happened, the main difference this time was the presence of [Starving Ones].

Seems that the Orc are pretty dangerous with their skills and in the meantime, Gabiru was controlled by Gelmud's servant that looks like a clown and tries to perform a coup d'etat against his father. Gabiru proves himself to be a little bit competent despite being an unwitting pawn of that clown servant. Meanwhile, Rimuru then happily assist the dryad to fight against the orcs so that's the summary of the episode for now...
Also, I'm still replacing the real OP theme with El Cazador de la Bruja theme because it suits pretty well with the OP and don't like the real OP of this anime tbh.

Orcs under orc lord are no joke. There's something really creepy about a whole army of monsters that will eat anything, even their own fallen comrades.

So in other news I've been skipping the OP every time but I finally watched a few seconds of it at the end when skipping ahead. I didn't know Hinata was in it. I bet they rewrote her backstory to make her less of a sociopath.
Also, Souei is not nearly as hot as the story thinks he is.

Episode 13:
Today's episode, is about the war between the lizardmen and the orcs. Fortunately, Rimuru and co. gave the lizardmen their support against those evil orcs and man, Souei is not meant to be underestimated and did rescue the king at the end. Meanwhile, seems the dryad found the root cause of the problem, Gelmud and his clown subordinate. Also, a cliffhanger regarding the fight against the orc lord... See you in two weeks! And we also saw one of the demon lords in said cliffhanger.

Shion puts more work on Rimmuru all of her own accord like a true secretary. It's amazing how easily you can win her over by praising him. Well, it's not like he wasn't going to help anyway.
Things are getting out of hand for Gelmudo, first with Trainee finding him and putting him on the run, and then the orc army being massacred by Rimmuru forces.
Speaking of which... man was that awesome. When those huge spheres of black fire started dropping it really showed how powerful they are. And then Ragna created the Death Storm, and Shion just cut through the battlefield with one slash. This is all just like described in the novel, but actually seeing it really makes it clear.
Those orcs didn't stand a chance. Now for Rimmuru to deal with the Orc Lord.
Shion always kind of annoyed me with her impulsiveness, really.

In this case, it's not because of orcs specifically, but because they're affected by the Orc Lord's special skill that lets them survive without food indefinitely but turns them into a mindless horde.
In the manga, at least. Maybe it wasn't mentioned in the anime.
