I checked, and it seems you can play San Andreas without launcher, for now. GTA V will force you to install it once you try to start it up, though.

Well, since V is the only one with the microtransactions, I would say Rockstar does not care enough to enforce it for games that will not raise their profit margin anyway.

Well, at least Steam gives you access to many, many games old and new from a lot of studios.
Meanwhile, the Rockstar Launcher just gives you access to a handful of games from just one studio.

They basically removed huge chunks of the fun for IV and V, so anything’s possible, really.
I don't mind a single character game as long as the story is good. Having three protagonists was fun, but in the end it was still more a gimmick than anything else.

The political satire is nilhistic and heavy handed to the point of absurdity, but I feel like it’s a package deal. GTA wouldn’t work in their minds without it. I mean, if you go too silly you just get Saint’s Row.
On the other hand, go too serious and you get GTA IV. It may be my favorite of the franchise, but it's absolutely the most tonally unusual of the bunch.
Personally, I've never liked GTA V's satire. It seems to hate and bemoan everything and anything, especially things that care about something, but similarly to my criticism of shit like Family Guy, it never comes around to any kind of understanding except 'Caring about things is stupid' or some other nihilistic drivel. The Main Characters then come across as a bit unlikable while the side characters are clearly framed as annoying, stupid, or shallow.
Personally, I also think it'd be hard to do satire in this climate because not only is the political climate about seriously fucked up things that kind of cross a line to joke about (We literally have concentration camps on our border at the same time as we're going through a mass pandemic our government just ignored...), some of the shit going on in this climate is also too absurd to make an insane satire out of; "Onion Goes Out Of Business Because They Cannot Make Up Shit More Insane Than What Is Going On Now" is a meme for a reason.

I find that a weird offer, since just about everybody has San Andreas in at least two different places by this point. I've got a physical copy and the Steam version myself.
