More importantly, child labor laws preclude them from working any normal job. If they arrived in wilderness, they'd be better off since they know how to live off the land, but they're in trouble in a large city. No jobs they can work, no valuables to sell, no knowledge of the terrain; the only thing they have going for them is being on the coast, so they can fish.
The way the manga has been going I'd actually say there's only a slightly greater chance that this isn't exactly what we've been told.
What does that mean?
That it's pretty likely this is as good as it sounds, because the author has been resolving things to be very easy and kind for them.

I could see Emma never actually getting her memories back, but she and everyone else being content to form new ones together with their better lives.

Honestly this is actually a really good payoff for the mystery. It both hits hard and is completely obvious in hindsight. Since Emma's biggest motivation is her love for her family, but her wish was for all the children including her and her family to be safe in the human world, the only way that Space Wizard could take what's most important from her while still fulfilling her wish would be to remove her connection to her family.
...but Scribbles said she'd never see them again.

Sure, but that's in a context where "I'll take your family from your world" equates to "you will forget about your family but, like, they're still gonna exist on Earth and shit."
Though double-checking, he did mention taking future connections along with past memories. Hm. That might be an issue. I'm not sure how he would go about enforcing that, though.
