Specifically, for mandatorily increasing them for out-of-province students and international students and (if I understand correctly) using the money to fund francophone universities. It’s a deliberate measure to target and undermine Quebec’s English-universities, and, given that McGill is one of the best universities in Canada and the best one in Quebec, a serious biting-off-your-nose-to-spite-your-face move.
They’ve since dialed it back somewhat on the condition that most students at the anglophone universities have decent French skills by the time they graduate.
