EDIT: The technology level on the surface is colonial era-ish. And I'm pretty sure Jet-Skis didn't exists around then, so probably not.

Well, I better get going for tonight on account of that early work shift tomorrow. My shift isn't scheduled to end until about the same time as I got online today, so plus the transit and bath and some resting afterward, and I bet I won't be on my computer until about an hour later than I was online today. Do portions of the city stay at the same level when the swap around, or is there the possibility of rounding a corner and realizing you're suddenly deeper/higher than you were a moment ago? Or a specific building/compartment ending up higher/lower than last time someone saw it (say, the bedrooms or faction bases or where the Militia ship is being constructed)?
And if the depth levels are fixed and you're trying to go higher or lower (though looks like everyone is interested in going higher at the moment), are there sloped portions, or ladders/staircases, or just whatever someone feels like?
Considering how on Day 7 you could always end up on the same layer unless you found an elevator or staircase, I assume the same applies here.

@Blitz Train: Pro Trash has it pretty much right. The shifting will mostly only move you horizontally, with very little vertical movement and each individual piece staying in the relative area of depth it's meant for. As for how to move vertically, there's a plethora of options. Sloped tunnels, staircases, ladders, vertical hatches, and even some elevators/tram tubes, though whether you can trust those last ones is up for debate... And of course you could also find a sub and just go up and down in that, assuming you can figure out how to work it.
