The thing about Deku, Kirishimi, Iida, Todoroki, and Momo's stunt was that if they weren't there to free All Might up he probably would have gotten his shit pushed in by All for One because he wasn't giving his all due to worrying about collateral damage. That's kind of why it got swept under the rug. Aizawa being who he is (a giant veiny cock {can you tell I dislike Aizawa immensely?}) still chided them because yeah, it was a gross breach of regulation but one that was justifiable like the Stain incident.
Which is why Deku and Bakugou's fight (which is relevant cause that ep of the anime just aired) is treated like a much bigger deal than his loss of faith in class 1-A due to their reckless plan during the Hideout Raid. That fight had zero justification behind it beyond "MUH ISSUES THO" on the two participants' ends.

Great, now I'm wondering if Dark Shadow is actually a vanishing twin (a phenomena where one twin dies in utero and is absorbed by the other twin) who has somehow managed to live on in his brother's Quirk manifestation.

Somewhat related, I imagine that C-sections are a lot more common in this world, and the whole field of child birthing and delivery has become way more complicated than it already was.
I think the greatest piece of evidence against it is that Tokoyami couldn't resist telling people if it was true.
I'd take that as a given given as far as we can tell mutation type Quirks can be present from birth. And if the mother has her own mutation type quirk it adds another potential complication
I hope at least Cementoss wasn't born Like That. Unless his mother was already a Thing-like being of some sort, or I guess had a literal womb of steel, there's so much that's basically guaranteed to have gone wrong otherwise.

Are mutant-types born with their finished mutant bodies or does their mutations manifest later in life just like any other type of quirk?
Their mutations are quirks after all...

Probably varies.
Yeah, some are probably born with the mutations already, and some probably slowly develop them as they grow older.
The first person with a doccumented quirk manifested it at or close to birth, So it's nit impossible for a mutant quirk to do so as well I guess.

All we've been told is that Quirks manifest by the age of four. Which meaning that they can pop up randomly at anytime before that.
As for what "mutant" Quirks people are born with, I imagine that most of them are born with the physical traits, but maybe not their active Quirks.
So Tokoyami was probably born with his bird head, but that doesn't mean he could use Dark Shadow ever since he was born.

At what point in the pregnancy does the fetus develop these traits, though? Presumably, it would be sometime before it’s delivered, but if developed a potentially hazardous Quirk in utero, wouldn’t that mean a premature birth?
Oh God! Natural light!Maybe that does happen sometimes. I just accept that pregnancy and birthing have potentially become much more complicated in a world like this. It would be weirder to me if it didn't.
Then again, technology is much further along as well, so I can imagine they've come up with all sorts of creative ways to assist premature birth and possibly even external wombs if a child develops a particularly dangerous quirk early on in development.
Then again, if a Quirk only develops around the age of four, maybe weird body conditions do too? Like, maybe Tooru was visible until the age of four…
