Masks offer some degree of protection (but you'd also have to protect your eyes; those drain into your nose), and they are also excellent at stoping you from spreading the virus.

Todoroki doesn't really care about beating Bakugo, nor does he tie his own worth or strength to being better than his peers. He's got way more important emotional issues to work through.
As for Bakugo, he'd want Todoroki to go all-out in any spar they had, of course, but he's also starting to get past his obsession with beating his peers to satisfy his own ego. Bakugo's at the point where he's even indirectly encouraging Izuku, the guy he treated like an insect, to get stronger and better himself too.

He's not super insecure and stuck in his complex anymore, now he's genuinely about bettering himself rather than kicking other people down to prop himself up. Granted, he's always gonna have his comedic moments of over-the-top anger, and I could see him momentarily gloating over beating Todoroki as a call-back to the Sports Festival, but like, not as a serious character thing.
At this point Bakugo recognizes that he genuinely needs to change his attitude in order to succeed. While he's still as hype about winning as always, he's much more willing to acknowledge the strengths and contributions of other people, rather than throwing a fit when somebody does something better than him.
Basically imo it would feel like a bit of a character regression for Bakugo to get super pressed about beating Todoroki for his own ego, rather than as a way for both of them to get stronger.

In the event that Shoto did beat him, I think he'd take it well enough; he'd no doubt be a Sore Loser about it, but he'd use that to motivate himself even further.

I think Bakugo is too busy trying to stay above Deku and all his new shiny quirks to care about Todoroki at this point.
Like, back in the early days and the Sports festival, Todoroki was basically the main guy showing Bakugo that he's not as awesome as he thinks.
But now that he knows that his idol handpicked Deku of all people to be his succesor and the extent of Of A's power, the hit to his ego from that was so bad that Todoroki is basically nothing in comparison.

I had a feeling he had his Quirk stolen by All for One.
Going back to Dabi for a bit, it really isn't that surprising that he's more unhinged than he originally seemed.
We were told when he was first introduced to the League he hadn't really done anything, but immediately afterwards he was totally fine going on murder sprees. Someone doesn't transition seamlessly from nothing to murder without something already being off.
That's actually a part of Shigaraki's backstory I liked that seems like people overlooked - even after AFO took him in, it took years for Tenko to actually be accept his "just kill whoever you don't like" philosophy.
