Some of that was Hawks' inner monologue, but other parts were definitely someone else. Otherwise you have parts where Hawks would be referring to himself in the third-person for no reason.
(responding to the beginning of MLA arc thing) Ahh that one. Gotcha. Though it could just end up being Deku anyway, given how narrator!Deku is in the future and may have found out lot of things he had no way of knowing real-time. I usually apply the method of "read the thing in Midoriya's voice. Does it sound odd?" for narrations unless there's an obvious different pov character.
EDIT: Btw there's a fun "this whole thing is told from Midoriya's perspective" tidbit that might not have survived translation. When the Kamino rescue squad gets disguised and we get their names slapped onto them just in case we couldn't recognize them, the names are accompanied by honorifics Midoriya would use for them. Kirishima-kun, Iida-kun, Todoroki-kun, Yaoyorozu-san. (This spread of honorifics is pretty standard but for this group in particular Midoriya's the only one who goes with this pattern. Iida uses blanket -kun, Yaoyorozu uses blanket -san and Todoroki and Kirishima just forgo honorifics.) But for Midoriya there's no honorific, it's just Midoriya.

I think the speech-pattern for that narration was in a totally different speech pattern than what Izuku uses.
I just checked the narration, and it looks like it could go either way? It's pretty impersonal so doesn't have the "Deku voice", but it doesn't sound out of place for Deku to do it. I'm imagining it would sound similar to the way "Things started in Qingqing, China. A news that a luminiscent baby was born... 80% of the population has..." intro is done by Deku.
Well now we know why Ujiko didn't want anyone of the League to come close. They'd pretty quickly have recognized a famous philanthropist.
Personally i think Shiga is just another alias. Basically, he's "shiga" to the world and "ujiko" to the League and he may have even more aliases for others.
Also, given that the Trio is off evacuating citizens, i would not be surprised if they get to fight PLF footsoldiers and Trumpet.

So, they've got forces at Shiga's main hospital, and also at the PLF's main meeting spot. Can you think of any other major locations they might have sent forces?
Is it weird that only Slide n Go was apparently on the PLF out of all heroes?
Secret SignatureThe Japanese makes it clear that Death Arms is saying that all Pros in the PLF were left out of the loop. Which also means they apparently figured out who all of them are.
So far it seems those two spots are basically it. What I'm worried about the most is that this operation called in such a large number of heroes to the point that civilians are noticing lack of heroes on street. At this rate the villains don't even have to defeat the heroes to make this a massive disaster. PLF only has to find a way to avoid the heroes and start rampaging somewhere else. They say they're gonna neutralize the warp first but do they even know what to look for?
If I'm Shigaraki I might get an idea to bring things to at least standstill at the hospital and somehow warp to UA. Most of UA staff and many students are in the operation but you know who's not? All Might.
The heroes don't have a choice though: They can only match PLF generals with overwhelming force. Spreading out their power does not help.
I like that Endy brought Aizawa as backup. Just in case Eggman has a secret power.
Yeah. No telling if his official listing of "Quirkless" is accurate, given who he's connected to.
That's... a really good point, actually. Now that you mention it, I find it hard to imagine that AFO would've let his right hand man stay quirkless.
I thought his Quirk was that watery teleportation thingy.

It occurs to me that this is the first time that the "main" (in quotes because of the contentious surrounding calling some of them that) five of Izuku, Bakugo, Shoto, Iida, and Ochaco have ever actually been together for something this big.
As far as Shiga and any potential power goes, if that datebook means anything, didn't it have him as basically shit in all stats except for his specific jokey one?
E for power, speed and technique, S+ for intelligence, S for desire to research.
There ARE risks associated with getting a quirk (such as going braindead) and the doctor's main asset is his brain. So i think AFO didn't want to try.
Also, it explains his focus on Nomu and quirk research, since Nomu may just be about the only way the doctor could get a quirk.

The army
There are ways to ββeasilyββ neutralize PLFβs army, but it involves calling in the military. A military largely unconcerned with having quirks taken away because their strength is in tech and tactics.
Tech capable of countering quirks with often lethal results[1], or just plain proving what a hail of bullets will do through a crowd no matter how strong their powers are. The kind of scene one might encounter when the safeties have been removed.
Unlikely, very unlikely in this series, considering themes and all. If, IF, it were a thing, itβd be a Godzilla Threshold. An army of civilian rebels trying to tear down the social order might count as crossing it though.
[1]Imagine a poison that effects it way through a duplicatorβs clones. Kill one, and the rest start to die. An anticlimactic end for Double, which only I tend to find amusement in.
