I can't see why he would turn it down; he even said that aside from Best Jeanist, he doesn't consider anyone else worth his time. The only real option is the current top hero, even if it's not All Might.

The three strongest students are interning under the strongest hero right as the villains got a massive powerup in both influence and actual superpowers. There's no way shit doesn't get real this arc.

Regarding Todoroki's chances of being let in on the All For One secret, obviously we'd have to see what happens but they've probably gone up.
I still think Ochaco and Eraserhead should be informed of it. Related to that, Ochaco heard Izuku question Shigaraki that time about All For One, but I guess she never asked what that was about?
