I doubt Cyborg will be in Titans since he is in the Justice League now.

There have been a lot of Titans over the years, and the animated show severely underused quite a bit of the Titans' content, even if one were to only look at the 80's period that inspired it, so I'd be surprised if they both picked the same period to adapt and the lineup were the same as the animated show. In any case, I suspect they're going to go with a "teen versions of the major characters getting films" approach, so Robin, Superboy, Kid Flash, Wonder Girl, etc, plus Cyborg at least. That is, unless the rumors of it being connected to the Arrowverse despite being on different networks hold some weight, in which case in addition to Kid Flash, Speedy is a possibility.
That said, it's likely certain characters are shoo-ins regardless of plans or eras they plan to adopt. No matter what the line-up is (that is, even if they use a lot of the 2000's era characters), Dick Grayson is probably going to be the Robin of this series. Which is a shame, cause I'd really like a good adaptation of Tim Drake one of these days.

Besides, it's not like the Wolfman/Perez team was in a critically acclaimed animated series within the last decade or anything....
Without even broaching the implication that looking too much like Young Justice is in some way bad while looking too much like the 2000's show is in some way inherently better (note that Young Justice, despite the name, is arguably a straighter adaptation of the Teen Titans than the prior show, and was also critically acclaimed as well), that's still discounting the fact that there have been many lineups of the Teen Titans and many options for use that they could go with (Young Justice doesn't use one lineup of the team, rather it goes with a "sidekicks of major heroes" vibe and then branched itself off from there - which, yeah, I think is pretty likely in this situation too - either that or they go with the original Teen Titans, which would hit essentially the same characters: Robin, Superboy, Kid Flash, Wonder Girl, Speedy).
It's worth noting that the Wolfman/Perez team wasn't limited to the five that got major character status in the 2000's show either, and the ranks swelled and rotated quite a bit in that era - especially as characters went on to different roles in the DC universe.

I think Beast Boy is a bad idea. Don't care about Hawk and Dove. I'm fine with the others. Why no Static though?

I too think maybe they should have Beast Boy be a later addition or something, especially if this show really is going to connect to the Arrowverse (which, admittedly, given the lineup seems unlikely). Either way, I've got my fingers crossed for a Doom Patrol show sometimes soon and I'd hate for B.B. to be embargoed.
Even without doing that, however, I think they should do something akin to Young Justice and have the team slowly gain more members as plots unfold, with some possibles, rather than have the whole lineup be set from the beginning - Raven, especially, comes with plot. Lots of plot. The 2000's show ran into problems with handling her until literally several seasons in in part because of that.
Oracle is the most interesting choice, for various reasons. For one, she's not really a Titans character. Plus DC is outright against Barbara Gordon as Oracle, especially with a wheelchair, these days.

Edit: I feel like Raven would work best if she started out as an antagonist and then joined the team later on.

the term "Mary Sue" doesn't really have much of a meaning anymore.
Since it is Robin, Raven, Hawk, Dove, Starfire, and Oracle, do you think they will make a joke about calling themselves the Birds of Prey before settling on Titans.
I mentioned Robin because he is supposed to be called that before changing it to Nightwing at the end of the episode.

TNT passes on Teen Titans live action series
TNT was developing the DC Comics title into a series called Titans (or possibly Blackbirds) that would focus on Dick Grayson (a.k.a. Robin a.k.a. Nightwing). Plus, Starfire, Raven, Barbara Gordon/Oracle and the duo Hawk & Dove were also expected to be in the show.
Screenwriter Akiva Goldsman (Batman Forever, A Beautiful Mind) was tapped to write the pilot.
But now TNT president Kevin Reilly has revealed the project is dead.
“It wasn’t where we wanted to go,” Reilly told reporters at the Television Critics Association’s press tour in Pasadena on Thursday.
We recently debated whether there are too many superhero projects out there. What do you think of Titans not making the cut?

I'm not sure about that. Beast Boy is tough to do in live action and Cyborg is more of a JL member than a Teen Titan at this point. They might also try to base it more off of Young Justice since that's a more recent series.
