Alright so I'm building a campaign world full of little bits of this and that and I've got a Victorian style Elven kingdom. I'm working on styles of names. The first area is essentially the big city an area of great learning and where men become leaders. The area is dominated by churches , your social rank and social circle is dominated by which god you worship. Thus I call it the Province of Divine Favor.

Out ahead of this I wanted lower class folk to be living who'd be working in factories. I really liked the idea of Gearshire which I came up with while I was writing all this up But I'm open to other names. Anything past that is just farmlands and some other bits. Nothing terribly important

Behind this looking out to the sea I've got a big mountain made of solid marble called the White wall. Although I had the idea that carved into the wall would be the past kings who helped form the kingdom than whatever king you happened to be near the area would have a name related to the king.

I am looking for some really Victorian style names though since I've got two brands of elves those that are in nature and those in the city . I wanted the elves to seem posh and Victorian seemed best.

It's only been two days. A narrow topic like this takes a while for people to research.

Also, have you tried looking it up on Google? "Victorian naming traditions/patterns/trends" pulls up a LOT of sites, one of them this one.
