Something like this: Scientist research farming, and crafters can get access to that stuff like seeds, and scientist use those seeds to further advance somehow.
I didn't catch it in the article either, so I'm just guessing.

When a Civ reaches a victory condition (good luck with Diplomatic unless you can force people to vote or there are NP Cs) the world resets.
