And the distinction is what, exactly? Because as far as I can see from the descriptions, it's just "Latin Lover who is female", which is poor grounds for splitting up; if there is something else that distinguishes it, then it should be made clearer in the two tropes' pages.

The bit in bold is what makes it different. Thw whole thing is a bit confused though, and I don't think the page image helps any.
It seems like it's describing more of a personality stereotype whereas Latin Lover is a role stereotype, if that makes any sense.
Eddy Guerrero is a spicy Latino, to the point his Red Baron was Latino Heat. Your argument is invalid.
A Spicy Latina is a character trait which may or may not overlap with sex appeal. The Latin Lover is always about sex appeal (even if he just THINKS he has it).
Okay, so what are the mandatory traits of a Spicy Latina, then?

Fiat iustitia, et pereat mundus.In Degrassi Alex is angry but not sexy (looks it, never willingly acts it), in Sisterhood Of The Traveling Pants Carmen is angry but never sexy, and in Special Victims Unit the guest star character Eva Banks is angry but never sexual.
On the other hand, in Degrassi Bianca is sexual but not so far angry and Adrian Lee in The Secret Life Of The American Teenager is sexual but not angry as far as I know.
The distinction between Latin Lover and Spicy Latina are in place of origin (Latin Lover may be either hispanic or european, Spicy Latina is almost exclusively Latina) and in gender. There are a lot of stereotypes, cultural, and racial tropes associated with that. Spicy Latina and Latin Lovers also arent just tvtropes terms, theyre in public consciousness

side note: Spicy Latina shouldn't be split because its about how tempers and sexuality intersect with race tropes, and how people often subconsciously ascribe these qualities even if its only one or the other or neither.
