Well, that's the explaination in the first anime.
In the manga, Amestrian Alchemy comes from energy of the tectonic plates (or something under the earth) while Eastern Alchemy is based on Chi.

I 'think' it mentioned somewhere that Eastern Alchemy was based on Solar energy. Pulling energy from the sun to do transmutations.

Chi is actually one of the most important parts to historical Chinese Alchemy. Chi, in this case, meaning life energy. Life has always been a focus of historical Alchemy.

If there's no actual plausible explanation for someone to have their abilities, I don't think it's really right to handwave it. XD

@Bombadillo: all that's happened in terms of the main plot is that they discovered that there is a type of creature which, if you kill it, some of the grey area gets filled in instantly, and that there are guards inside the temple that won't let them use that door.
There's also a subplot brewing between Toph and Korra, who's from eighty years ahead of Toph on the timeline.
