Well Beerus destroys, and we don't really have an angel that.....saves...well Whis is the closest we have to a Big Good but he's technically true. Maybe we need a mini arc where Shin completes his training since like we've seen from Zamasu, he could be a powerhouse if he completed his training. A Universe is only as good as its God/Angel/Kai after all.

Between Moro, Buu, Frieza, and Beerus himself, Universe 7 having a low mortal level is hardly a shock.
Shin being bad at his job is a factor, but since there's no one to properly train him and he was got the job by default, I cut him a lot of slack.
I do wonder why he's not creating more life though. Either he doesn't know how, isn't doing it for some reason, or he is and it's offscreen, which is as good as doing nothing to some.

Plus, the Super Dragonballs are shared between Universe 6 and 7, and (in the anime at least) Champa probably wouldn't sign off on something that would give Beerus an advantage over him.
In the manga it's already too late since 7 went up...by one number.
Then again, it is possible to collect the Super DB's without someone else noticing, so maybe they could do it.

Bulma asked if there were any other fighters who could join the U7 team, Shin said that there are 28 planets in U7 with life on them, and Bulma's response was "What?! There are that many planets and you're just wasting time sitting around on Earth?! Go out and search those planets for any suitable candidates!"
The implication of her reaction is that 28 planets with life is actually a large number, more than Bulma was expecting.
She dealt with several planet busters at this point. Too bad they seem to know nearly every worthwhile (and that's being generous) fighter left.

Wake me up at your own risk.Well its a bit of a stretch, but considering Universe 7's rank went higher because of the Tournament of Power (or at least the training or the growth they all went to), what if Goku gathered a large majority of all of his allies or decently powerful fighters, trained them to be stronger, so that there'd be a balance between Frieza's growing army and the heroes, while Shin is busy improving.
That won't happen.
While Goku has trained with powerful fighters and did train Gohan and will train Uub) he seems to have more interest in fighting strong guys than training other guys to be more powerful.
Hell, he only trained Uub so he could fight him again.
One Strip! One Strip!Beerus is still more to blame than Shin because he doesn't even have the excuse of being forced into the role by default. The very first thing he should've done after seeing Kaioshin slaughtered is Hakai Bibidi, Buu and Babidi if he could find him, then immediately contact the survivors. Whis also shares the blame for letting Beerus be lazy. His job is to train Beerus and he did a bad job on it. No wonder the only universe with a lower rank is one where the Hakaishin doesn't even want to destroy
You know what, maybe Zen'o destroying the six universes wasn't just Disproportionate Retribution. Maybe they were even worse in mortal rank than Universe 9 and their erasure borders on Mercy Kill, with Zen'o being "a little annoyed" being technically true, but really a colossal understatement.

Never thought I'd be saying this, but maybe some of the cast should go around the universe and help them improve life on other planets. Or Frieza should actually make his Empire around what the Fire Nation claimed to do and actually improve planets so his forces have a stronger social and economic growth.
