Pretty sure that's outside of her power-set - animating concrete and the like is one thing, but that would require jacking into someone's entire nervous system.

Anyway, she seems to be limited to minerals. Presumably if the science amounts to more than standard comics hand-waving, she’s limited to simple silicon compounds or something.

I was so confused on my first reading, because I thought Sydney was standing on the last panel, indicating that either Concretia had set her free, or Sydney had worked her way free, but I'm pretty sure it's just her still sitting there, albeit with arms crossed.

She could be referring to an Arc-DARK Agent, like the one that was tailing Dabbler prior to Sydney spotting him with the Truesight orb.

Well, an Arc-DARK agent likely would be able to make themselves perceptible to someone besides Dabbler. I don't think she's even involved with that branch.
She mentions something about a helper AI for the orbs, but since the line is out of context it's hard to tell what she means. I originally thought she was saying that the thing she's talking to is the AI, but why would she need to tell them that? And if they're not that, why would she need to mention a hypothetical AI?
I think she's bluffing. No one outside of ARC knows how her powers work, so she can say whatever the fuck and people have to give some amount of credulity to it.
Gotta admit, I'm having a bit of trouble reading Cora's face in the final panel - it looks like an In Love with Your Carnage lip-bite, but it could also be an "Ooh, that's gotta hurt!" one too.
