Literally all of Star Wars has useless governments. The prequels, the sequels, the EU. All of it.
I believe it’s confirmed that the New Republic government and military were all but wiped out. There are still Resistance Allies out there though. Zay Meeko and Shriv Suurgav showed up just as the Resistance was leaving D’Qar and went out to find allies in the Outer Rim, and the Poe Dameron comics have Black Squadron doing something similar.
Nobody was coming to their aid before. That's why the Resistance existed in the first place.
The implication in that scene wasn't that nobody was left to stand against the First Order. It was that nobody believed in the Resistance any more. No one cared. Nobody was willing to stand with them: that's one of the primary themes of the sequel trilogy, especially in The Last Jedi: that many fail to care even when horrible things are happening around them, and that people have to be willing to stand with the cause otherwise tragedies happen.
The point of the end scene, likewise, wasn't to say that there's literally nobody left but the children to fight back against the First Order, but that thanks to Luke's sacrifice even in the most downtrodden of places that spark of caring / belief can't be completely quashed.

I’m stoked for some of the other arcs we never saw at all! The Boba Fett/Cad Bane one, the Yuuzhan Vong one, and the Rex/R2 one especially!

So I am thinking we will be getting the three arcs most necessary to completing the series: Ahsoka’s Walkabout, Return to the Jedi, and The Siege of Mandalore.

There's this big point at the end of Last Jedi where the Resistance calls for help and no one comes to their aid. Then as the movie ends it seems to imply that the First Order has won the day and quashed all resistance to it, but don't worry, because the children who are under the thumb of oppression are going to grow up to fight for freedom. The way it leaves off I fully expect Episode IX to start after a large timeskip. Now I'm making assumptions here. I have to, because the movies don't actually explain what the state of the galaxy is and how the war with the First Order affecting it.
