How can it be "yes and no"? An anime either started in a given year, or it didn't.

Wait, was it like, a pilot OVA or something like that came out in 2000 but the series proper didn't start until later?

Close enough. The song was the opening for Dragonball Z and the ending for episode 5 of Lucky Star.

Third question: Wu. An answer of "no" would be technically correct, but potentially misleading; an answer of yes would likewise be misleading.

It is not from a mecha series, though it can be argued (loosely) that mecha have made an appearance.
