Cuphead hasn't even been out for two years. I know Smash is getting some other flash in the pan characters like Joker but at least he's from a series that has been pretty popular for around a decade.
I really doubt they're going to put him in the game if they're not going to put the indie character of this past decade Shovel Knight in as a playable character.

The fighter pass is Joker, Erdrick, Banjo, Sora and someone from Soul Caliber.
Alongside that pass will be the bonus pass that consists of 5 echoes or semi clones. These are Dixie, Medusa, Geno, Impa and Ninten.

Link was a guest character in Soul Calibur 2, why not return the favor and put Nightmare in Smash?
Because Soul Calibor has sword fighters and had Link so it seems pretty obvious, of course.
The April Direct will show off Joker's trailer. Then Sakurai will announce that thanks to Ultimate selling 8 billion units that they decided to reveal the bonus pass, fighters as a free download with the fighters pass. Each bonus will be paired with a Pass Fighter. So for Joker's release, he will be paired with Dixie. -Dixie Trailer- Both will be downloadable by the end of the day.
Near the end, the next FP will be Erdrick. -Erdrick Trailer-
After that, Sakurai will introduce a fan favorite character, one who he is a fan of. Then Geno Gives It a Whirl. Then his Mii costume will also be downloaded along with him. They will be available in June.
Next 2 pair will be announced at E3.

Smash tends to go for the most prominent character from the series. If there's a Tekkan rep, it'll be Heihachi. If there's a Soul Calibur rep, it'll be Nightmare. Maybe Siegfried as an Echo Fighter.

Upon further inspection, I believe you're right. Last time I checked Chrono was pretty up there, but I guess years I have not been kind to him.
It worked once. They should not do it again or it will just get lame.
I somewhat disagree for one reason.
It's major insult to Sylux & Rundas but I really wouldn't mind if the Baby Metroid got in the game at some point. Not I'm actually request it's presence all things considered but that was one of helluva visual image at what happen the end of Super Metroid.
It’s a pretty minor change. They made the slit on the side of her dress just a little shorter so you can’t get panty shots.
So unless that’s something you were doing in the first place, you probably wouldn’t notice.
