There's Vivian, who I could see making an appearance if Paper Mario gets in.
Vivian is great. Make her part of Paper Mario's moveset as an attack or a special.
One of my ideas for a playable Paper Mario is one special attack has Mario switch between their partners, and another special attack has him use that partner's ability. Vivian could fit in as one of those, she's very popular.

Half of those are one-shot losers unless needed to be brought together, one is Zelda (and the whole thing started as Zelda characters outside of the Triforce trio) and- okay, I have harder time explaining Impa in few words.

Continue the bloodline, Fujimaru!The stupid outfit at least helps him be different. Give him unique animations, and a moveset built around the rental items, and he's certainly a better choice than Vaati, who never does anything in his sorcerer form.
They're characters who did better in their one shot than Vaati did with his three. Vaati is so boring, and two of his three games are basically not worth talking about.
EDIT: Sorry, but Vaati is brought up all the time when it comes to putting Zelda characters in things, and literally the only reason anyone ever gives is "he was in more than one game."

YO. Rules of the Internet 45. Rule 45 is a lie.I don't see why being a one-shot character should count against inclusion in Smash. As long as the character is memorable and well-liked, it shouldn't matter how many times a particular character appeared.
Of the Zelda characters, I would say Skull Kid, Tetra, and Midna at the very least are oneshot characters who are nevertheless remembered fondly for their key roles in cornerstone Zelda games. (Assuming we are ignoring any version of Hyrule Warriors; otherwise, none of them are oneshots)
One shot characters don't seem to really make it in unless they only have one game or...

At the time of her first appearance in Smash Zero Suit Samus was playable for about 30 minutes in one section of a remake.

Despite some fans' claims that "he's the second most recurring antagonist after Ganon" Nintendo hasn't cared enough to bring him back, not even in Hyrule Warriors. Despite other Zelda characters being one-shot, they're all more popular than Vaati anyway.
Before anyone brings up King K. Rool as an example, he was included due to incredible fan support. I haven't seen anywhere near that level of support for Vaati.

Seriously, dunno why that other form seems to be more popular when the other one is more "iconic" for him
On the one hand, Vaati is a sorcerer with wind magic that offers some potential for a unique moveset, and, given the evident 'villains' theme of Ultimate, he does serve as one of a sorts for Toon Link. On the other, I imagine that most would prefer Toon Ganondorf to fit that particular role.
