You know, when I check out this game in the tropes, I found out that there are full of Complete Monsters in this game.

For me, I think Lt. Carter Blake happens to be the worse of all of them. Maybe his methods of crime fighting are the atrocities he committed throughout the game such as beating Ethan up and putting Norman at gunpoint for stopping him. The levels to fight him in are "Shrink and Punches" where to push him for beating Ethan's psychiatrist and in "Under Arrest" where to push and punch him in the face for beating Ethan.

Unlike most of the Complete Monsters, Blake doesn't get death as his ending. Instead, he has three fates worse than that: not included in the news report, getting fired for killing Ethan while Norman is around, and in "Uploaded" ending, will be haunted by an illusion of Norman from the ARI for the rest of life even without it.

Blake's an asshole, and has a scary tendency to ignore the law to enforce it, but that's nowhere near Complete Monster territory.

Blake's a rose compared to the Big Bad of the series.

Yeah, Blakes is just a Cowboy Cop. Of course, since he's not the protagonist, he doesn't have the benefit of always being right. But it's not like he's evil either.
