Maybe its the cross-breeding that screws things up. Or fire elementals are created from some natural source rather than being born out of pairings of each other and being involved in that at all is throwing the magibiology off.

I don't know, Court Annie's projection looks odd to me.
Though if splitting the flame really is possible and this isn't some trick, yeah, I think the Carvers should be super pissed.

I noticed it too. The hair seems long and to be splitting oddly. Might be an effect of her cutting her hair, but it never looked like that before. Furthermore, we can't see the face. This sort of thing is often relevant. Forest!Annie expression in the following panel is unclear also, should could be seeing something we aren't.
I was going to say this page confirmed both were real, but now I am wondering if Court!Annie is not fake after all. She doesn't seem to know that, though.
I think the hair looks funky because the connection is messed up. If Loup split the fire elemental essence it might be affecting that. The hair is a visual indicator of this.
That would make sense. But Forest!Annie doesn't have that. And, as I said, the lack of face is a bit suspicious.

He still has the stripes, but the monochrome style of the panel just renders them as lines. Still looks like Loup to me.

No, court-Annie calling him Ysengrin is pretty clearly just indicating that Loup kicked her out of the forest before the conversation reached this page. In fact, by her narrative it happened right here, with his first lines of "welcome, welcome" being replaced by "get out now."

It is kinda hard to tell which. Either Court!Annie fakeness is obvious to Forest!Annie or Forest!Annie fakeness prevent her from seeing Court!Annie for what she really is.
Maybe it's indeed because of Annie's human ancestry? I imagine pureblood fire elementals are numerous and can procreate without limitations. That would also explain why we can't see them - they're always in the Ether.
And again, how many Half-Human Hybrids are there in the Gunnerkrigg 'verse at all? There are fairies and forest animals turning into humans, there was Kat's boyfriend and his family who got turned into birds, and as far as we know they still count as regulars.
It kinda makes sense that Annie is the only such person.
