Hmm, considering he came in the story too late to be considered several stages above the hero, he might not fit. I like Wander's notion of the Kage being the Big Good of their respective counties.
Tsunade does command a lot of respect imo. She had opposition from Danzo and those two old guys but everyone else seems to admire and respect her.
