- Alternate Character Interpretation: Admiral Ross being "incapacitated" by an aneurysm is an integral part of The Plan, and two Redshirts just happen to discuss it in front of Bashir. Coincidence, or are they in on it?
- Genius Bonus: This episode along with the previous season's infamous episode "In the pale moonlight" shows that The Federation is behaving like Space Romans by manipulating the Romulans through treachery and deception. However, the Romulans were conceived to be this universe's deceptive and treacherous Space Romans. So in essence, the Space Romans got "out Roman'd". After all, the original Romans were humans!
- Harsher in Hindsight: Section 31's scheme is driven by the fact that after the Dominion War, the Romulans would be the greatest threat to the Federation. As it turns out, the Romulans wouldn't be that big a threat after all. Their government gets overthrown by Reman rebels in Star Trek: Nemesis, and later, they're annihilated by a supernova in Star Trek (2009).
