    Pre-release WMGS 
It's set in the present day of the Dishonored universe
The devs confirmed the previous game, Deathloop is in the same universe. Considering the state of the world involves a vampire apocalypse, someone messed around badly with the Outsider's powers and now the world is paying for it.

    Post-release WMGS 
One of the 2 DLC characters will be Justine Temple, the bow-using lead park ranger at Bladewell Campgrounds.
There's a lockpick door at Bladewell Compound which is the office of the head ranger, Justine Temple. This room has no notable loot other than a journal entry from said ranger and some archery trophies, but the player character has unique dialogue noting that the person the room belongs to must be a real badass, and Layla even refers to them as a potential vampire hunter. This emphasis on a character who doesn't even appear in the game seems incredibly incongruitous, and only really makes sense if they're intended to be a future player character.

This is assuming Microsoft/Bethesda/Arkane don't cut their losses and decide to let the lawyers handle it instead of actually releasing the two contractually obligated DLC characters.
