Meridius is responsible for Chasm's attack on New York.
Al Ewing and Ram V's run of Venom reveals that the Beyond Corporation is taking orders from the Absent Throne, which Meridius leads. Since Meridius is both a Manipulative Bastard who is quite proficient at gaslighting other people into serving his aims and a future iteration of Eddie Brock on top of that, he is aware of the chain of events that would lead to him becoming Meridius and thus would know exactly how to nudge events in that direction due to his experience with time travel. Because he knows that Chasm caused his evolution into Bedlam and therefore the rest of his past selves, it would be in his best interests to ensure that 1) Ben Reilly transforms into Chasm through the machinations of the Beyond Corporation, 2) the Eddie Brock of the past encounters and is mind-wiped by Ben and Madelyne Pryor in Limbo, and 3) the mindwipe does not remove his memories of Meridius and the Garden of Time such that he will unwittingly continue down the chain of Kings in Black in attempting to fight his future self. With all of this in mind, it wouldn't be too much of a stretch to assume that Dark Web wasn't masterminded by Chasm to reclaim his genetic template's memories, but by Meridius to perpetuate the time loop and ensure his existence long enough to put his plans into fruition, stretching as far back as during Ben's second tenure as Spider-Man.

Janine - original name, Elizabeth Tyne - when she was a fugitive also went by the names Sarah Porter and Mary Bailey. Sara Grey-Bailey was the married name of Jean's late sister. Many times, Marvel indulges in scripting There Are No Coincidences with their characters, so someday Marvel will use that with those three women, sooner or later.
