What Do You Negate

Fuuko Izumo, a girl who brings misfortune to anyone she touches, attempts to kill herself by jumping off a bridge but is interrupted by a strange man who can't die. The man, later named Andy, takes interest in her ability as he believes it may be the key to his permanent death.

The story begins with Fuuko Izumo, an 18-year-old girl, reading the last chapter of her favorite romance manga. Satisfied with the manga's ending, she prepares to jump off a bridge overseeing an active railroad track. She wards off the crowd of concerned onlookers by brandishing a kitchen knife and claiming that anyone who touches her will contract a fatal, incurable disease. This catches the attention of a shirtless man in the crowd, who proceeds to approach Fuuko and walk directly into her knife, stabbing himself in the chest. The man then grabs Fuuko by her cheeks and lifts her off the ground, questioning her about how the disease will kill him. Fuuko ominously tells him that "it" is coming, before the ground beneath him crumbles, and he falls off the bridge and right in front of an oncoming train.

As Fuuko bemoans the fact that her "Unluck" caused someone to die, she is suddenly greeted by the talking severed head of the man who she supposedly just killed. The rest of his body reforms out from his head, causing Fuuko to run away screaming calling him a zombie. The man quickly shoots after her, claiming that he isn't a zombie, but Undead. He swiftly nabs her and takes her to the top of a building that he threatens to drop her off the top unless she explains exactly what Unluck is. She complies, telling him that anyone who touches her bare skin will have something horrible happen to them, such as her parents who were killed in a plane crash after hugging her. Undead then hugs her himself, interested to test out her power, resulting in a crate of bananas falling from passing plane and crushing him. Fuuko tries to use this as an opportunity to escape but ends slipping off the building and falling to her doom instead. Before she hits the ground, however, Undead catches her and the two land safely on the ground. He tells her that he won't let her die, since her power could potentially be the key to his permanent death. He proceeds the whisk her away to his hideout, where he plans to figure out exactly how her power works. In the distance, a group of mysterious men watches as Fuuko is taken away, with one of them implying that they plan to follow.

At Undead's hideout, he performs various tests to see how exactly Unluck works, but ends up pushing things too far and causes Fuuko to try and escape again. This time, her jacket gets caught on something, causing her beanie to fly off her head, revealing that she has very long hair under it because her power makes it impossible for any to cut. Undead offers to cut it for her, doing so without letting go of her since the tests proved her power won't activate until after he stops touching her. Once he finishes the cut, the mysterious men from before appear and behead him, placing his head inside a sphere container to keep him from regenerating. A man with a scar thanks Fuuko for helping them catch Undead so easily before one of his subordinates places her in handcuffs. The scarred man tells her that it's his job to police unselected Negators or UMAs, confusing Fuuko since she isn't familiar with those terms. He also tells her that his group plans to use her powers to kill others, and hypothesizes that Undead must have taken her for similar reasons. Fuuko is upset by this, and counters that Undead only wanted to use her power to kill himself. She cries out to Undead, thanking him for cutting her hair and for touching her without fear, when suddenly, a lightning bolt strikes the container holding his head, freeing him from it, as a result of the Unluck he got after cutting Fuuko's hair.

Upon being released, Undead pulls a card that's jammed into his forehead out, allowing him to recall his centuries of memory and easily defeat most of the goons present. The scarred man takes Fuuko hostage, demanding that Undead hand over his severed head if he wants Fuuko to live. Despite her protests, Undead agrees and uses his own sword to slice off his head and toss it over. Fuuko quickly escapes the scarred man's grasp and kisses Undead's head as the scarred man catches it. The scarred man is confused by this, and Fuuko gloats that her Unluck is on its way. She then runs out of the building as a meteor begins to approach it from the sky. It crashes into the building, destroying it and leaving a crater in its wake. Undead regenerates and walks out the crater unscathed, thanking Fuuko for her assistance. Fuuko than introduces herself and asks Undead for his name, to which he replies that he doesn't remember. She decides to name him Andy, as he is "An-Dead", and he accepts the name before musing over the fact that kiss was enough to do so much damage. He suggests that the two should have sex to see what else Unluck is capable of, which sends Fuuko running away again, with Andy chasing after her. As their chase ensues, the scarred man, who managed to survive the impact, contacts his bosses to inform about the dangers of Unluck and Undead.

Fuuko is able to ward off Andy's advances by suggesting that her power is based on how much likes the person who touches her, with worse luck befalling people she really likes. Andy resolves to protect her until he can make her fall for him and the two head to another of Andy's hideouts, where he tells her that an organization, named the Union, will now be hunting them both down. He also explains that they are both Negators, individuals who can negate the rules of the world. They then set off on Andy's motorcycle, heading nowhere in particular, when a crack appears in the sky. Two men fall from the crack and attack the duo. One, Void, wears a giant mecha suit and has the ability to freeze others in place when he attacks, while the other, Shen, is a friendly Chinese man who is somehow able to stop Fuuko from running. Andy proceeds to fight Void while Shen explains what the Union is to Fuuko.

The Anti-Unidentified Phenomena Control Organization is a group made up of ten select Negators who work to keep the world safe. Shen reveals that Negators part of the group don't have to worry about being hunted down by the organization, prompting Fuuko to ask if she and Andy can join. Void tells her that all the spots are filled currently, and tries to attack her. Andy pulls her out of the way and tells her that he likes the idea of joining the Union as well. His rescue causes a large gas truck suddenly flipping over and nearly crushing him, Void, and Shen under it. The resulting explosion blasts the three into a nearby building, which itself explodes due to being a demolition site. Void emerges from the rubble unscathed thanks to his suit, only to find Andy ready to attack. Andy uses a move called "Parts Bullet" to blast a hole through Void's head, killing him. Shen then appears from the smoke, and the two begin to fight. Fuuko arrives with Andy's sword and tosses it to him, but Andy is unable to use it due to Shen's mysterious power.

Since Void is dead, Shen offers either Andy or Fuuko a spot on the Union. Andy immediately gives it to Fuuko, agreeing to be imprisoned by the Union in order to secure her safety. Fuuko tries to argue against this but fails to change Andy's mind. She then begins to strip out of her clothing, telling Andy that she wants to give him the Unluck he needs to die, and agrees to try sleeping with him to hopefully achieve the effect. Before Andy can respond, Shen laughs at the display and claims that splitting the two up would be a crime. He offers an alternate solution to their problem, informing them about another member of the Union who will be in Russia in a few days investigating an UMA. He tells them that if they can find and kill said member, he'll put in a good word for them at the Union. After Shen makes his exit, Andy begins to plan the route he and Fuuko will take to Russia, and the two set off on their journey to join to take their seat on the Union.
