I think I've just found Plan C

After Simon Sez falls into the nano-goo and then is catapulted out of the Techy Tech Tech Tech Industries factory, Victor remarks how the encounter with Simon will probably be the last time he and Anita see him and his cheap toys. Just a scene later, once Simon has realized that he's now capable of manipulating The Hand users to his whim, he decides to fully enact his revenge.
