Kenzo takes Shen and Arisu to Untouchable, where they notice two shady individuals confronting Iwai about something. After Kenzo frightens the thugs away, Iwai gives him and his friends a small discount. While Arisu is busy looking at several model rifles, Kenzo and Shen have a conversation, culminating in the Wild Card forming his Magician Confidant. A crossbow soon catches Shen's eye, leading him to purchase it as Arisu does the same with her new rifle. Then, Iwai's son, Kaoru, enters the shop with a friend, Akio Fujita, just as Shen figures out how to use his weapon.
After receiving a text from Ren to come to a Persona-user meeting, Kenzo heads over to Leblanc, running into Sumire along the way. The two talk about what they had been doing and where Kenzo's class are going for their school trip. Upon arriving at the café, they witness Junpei trying to remember the passcode to the Thieves' Den for the meeting. Yukari then shows up, scolding Junpei before dragging him upstairs when Kenzo provides the passphrase to Sojiro. Kenzo and Sumire soon follow after Yukari and Junpei.
Futaba greets Kenzo and Sumire, leading them to the Den, where they discover that it has grown more extensive thanks to Futaba's efforts. With all members of the Shadow Operatives, the Investigation Team, and the Phantom Thieves present, alongside Kenzo and Sho, the Persona-users begin their meeting.
Mitsuru and Fuuka reveal that the men who tried capturing Sho work for Sandā Arsenal, an organization manufacturing illegal weapons. Mitsuru then suggests having two teams deal with them: one will investigate their legal records while the other heads to Osaka to infiltrate their bases. After much consideration, the Persona-users settle on having Aigis, Labrys, Minako, Ken, Naoto, Morgana, and Ren represent the strike team (with Sumire also volunteering due to her gymnastics competition's first half happening in Osaka).
Following the Investigation Team and Shadow Operatives reacting with shock upon learning that Kenzo's class is going to Inaba, Mitsuru adjourns the meeting.
