A flashback shows Clint "Hawkeye" Barton leaving the Occupy Avengers, to the dismay of Red Wolf, Tilda Johnson, and Nico "Wheels" Wolinski. Johnson says they were never a real team anyways and Barton says it isn't like that, but Natasha "Black Widow" Romanoff insists that he leave with her before he can give a full explanation. Barton can only say that the situation is terrible and he will probably need their help later. Johnson gripes that he expects them to just sit around until he calls for them, but Barton says that's not true and he does have a mission for them. He also says that they're a family, and even without him, the others are an excellent team.

In Nebraska, Johnson (now having taken on the mantle of Nighthawk), Red Wolf, and Wolinski battle a small army of HYDRA agents. They are hopelessly outnumbered, prompting Wolinski to complain, but Johnson just says that there's nothing better they could be doing. They are then rescued by the arrival of three heroes: William "Challenger" Waring, Antonio "El Toro" Rojo, and Maria "Tarantula" Vasquez. The newomers help defeat the HYDRA agents alongside Wolinski, Johnson, and Red Wolf. Vasquez says Barton sent them and that they're with the Underground, and Waring warns that they need to leave before HYDRA sends reinforcements.

Silas and Frank Fireheart, wearing HYDRA uniforms and leading several farmers similarly disguised, come across more HYDRA soldiers escorting food trucks in Wyoming. They use the uniforms to get close to the guards and then attack and defeat all of them. One of the farmers then asks what's going on and the Firehearts joke about not knowing their new team name yet before getting down to business. They say they are there to liberate the food caravan that HYDRA appropriated and return the food to the needy communities. They also say they're ready to take the war to HYDRA. The members of the liberated food convoy agree to help.

At the Underground base, Barton tells several of the Champions (Miles "Spider-Man" Morales, Amadeus "Totally Awesome Hulk" Cho, Riri "Ironheart" Williams, and Viv Vision) that he knows what he's doing and he expected the Champions to give him better intelligence data than they've been providing. Morales says they just have different ways of doing things, but Barton says that's not acceptable and that if they don't get better intelligence and make better plans, HYDRA will kill more people. Cho calls out Barton for killing Bruce Banner but Barton tells him to shut up. He and Cho bicker while Morales and Viv try to calm them down, and Barton eventually says that while he has blood on his hands, he knows there's a difference between killing someone out of necessity and letting someone die because of a bungled plan. Viv and Williams say they don't understand the difference, so Barton explains that while it can be traumatizing to murder a HYDRA goon when necessary, it's far worse to cause someone to die because of a plan gone awry. He then orders them to find him better intelligence data without getting anyone killed.

At the Pine Ridge Indian Reservation in South Dakota, Waring and Rojo introduce the Occupy Avengers to a small Underground community. Rojo says everyone is willing to fight and Johnson says that's good because she needs an army. Red Wolf and Wolinski caution her that the people in the community are civilians, not soldiers, but Johnson says she doesn't care. Vasquez backs Johnson up, saying that HYDRA will kill everyone there no matter what—either directly or by starvation—so all that matters is doing as much damage to HYDRA as possible before they die. Red Wolf begs her not to 'drag' the innocent civilians to their deaths, but Johnson says that she'll 'lead' them to 'meaningful' deaths, which is all that matters anymore. She then tells the people that she knows where a hidden weapon cache is and anyone who wants can help her use it to fight HYDRA

The Occupy Avengers lead a large convoy past Mount Rushmore and smash through a barricade as they reach the weapons cache Nick Fury once hid. HYDRA forces immediately .dispatch towards their location, but Wolinski says he can buy them time with the van while everyone loads up on guns from the cache. The convoy stops at the cache and everyone arms themselves as HYDRA arrives. They begin to fight an immense wave of HYDRA soldiers despite overwhelming odds.

Inside the cache, Red Wolf says he wishes he could have done more with Johnson than just fight by her side. Johnson kisses him, then says if they live they'll go much further. Red Wolf says Johnson has given him something to live for and the two rush out to fight.
