As former Alliance Major Sally Po finds the Gundam Heavyarms that Trowa left behind on Earth and decides to return it to the Gundam pilots, Noin, Trowa, Quatre, and Duo meet up with Howard and his ship Peacemillion to have a base of operations for them while working in space.
On Earth, Relena is still contemplating using her newfound power as Queen to convince Romefeller to seek pacifism and disarmament, even as Duke Dermail still rallies for more militarization of the foundation, and the top delegates, including Marquis Weridge, are choosing to side with Relena more and more, causing Dermail to become increasingly frustrated and frantic at losing support for his plans, as he originally only wanted to make Relena a puppet sovereign, but now she's becoming a Queen in title and power at the cost of his own. Following the meeting, Dermail voices his concern to Dorothy, and at her suggestion, he leaves for space to try and use Space Fortress Barge to reassert his position in Romefeller and away from Relena, while Dorothy escorts Relena to her latest presentation to the Romefeller delegates in the main auditorium. Unknown to Relena, Heero has infiltrated the building and taken the uniform of an OZ guard to assassinate Relena during her speech. After she finishes, she spots Heero in the rafters, aiming his stolen sidearm at her. Thinking her speech has failed to sway Romefeller, Relena mentally tells Heero to go ahead and kill her, but as Heero starts to pull the trigger, he stops when the delegates applaud and Weridge comes on stage to congratulate Relena, as her speech has convinced them to seek disarmament. Noticing Heero has left his sniper nest, Relena tries to follow, but is delayed by the delegates as they all want to congratulate her. Heero takes his leave, but not without wanting to see this newfound peace Relena can bring as Romefeller's leader.
Meanwhile, the White Fang are overseeing the construction of the battleship Libra they took from OZ, when they spot Wufei attempt a lone charge on them, and manage to severely damage his Gundam Altron, using it as leverage to aid in their declaration of war against Romefeller and Earth, before sending Mobile Dolls to attack Dermail's space convoy.
As Relena, Weridge, and the other Romefeller delegates watch from Earth, Heero, also watching it, reprimands Wufei for his clumsiness in letting White Fang use him to further their goals. It is then that Relena and the others watch as Dermail's shuttle is attacked and destroyed by the White Fang's Taurus Mobile Dolls, killing Dermail and everyone aboard, to Relena, Weridge, and Dorothy's shock and horror. Quinze then reveals the new leader of White Fang: Millardo Peacecraft, who openly declares war on the World Nation and his sister, Queen Relena Peacecraft.
