When Intelligence is dispatched to a bank robbery in-progress, they encounter Detective Hailey Upton from Robbery-Homicide, the lead detective in the case. As the robberies accumulate citywide, Lindsay is forced to make a split decision.


  • Evil Cripple: Lavar Spann, former bank robber turned used car salesman, was shot by an FBI agent during a bank robbery. As a result, he needs a cane to walk. When he made parole, he sued the government for his injuries. Underneath the Honest John's Dealership persona, he's running a group of child robbers.
  • Following in Their Rescuer's Footsteps: When she was a kid, Upton witnessed a robbery at her family's diner. The perp beat up her father for money from the cash register. One of the responding officers was Platt, who stayed with her until they caught the guy. Platt is the reason Upton became a cop.
  • Honest John's Dealership: Spann uses a used car dealership as a front for his robberies. The robbers are children under his employment.
  • Justice by Other Legal Means: Lavar Spann runs a robbery ring. Without a confession from one of the robbers, they can't convict him. He routinely kills off anyone who poses a threat to his operation. When one of the robbers attempts to confess to avoid jail, Voight pulls him aside and tells him to do his time and not confess for fear of retaliation from Spann. Team Voight nails Spann on contributing to the delinquency of and distribution of alcohol to minors. Lampshaded by Attorney Jeffries in a meeting with Voight and Chief Lugo.
    Jeffries: We're sending him back to prison on a parole violation?
  • Title Drop: According to Upton, Spann is like the character from Oliver Twist by Charles Dickens.
