• How did George Stocker get to the rank of Commodore without any actual command experience? He was said to be a career Desk Jockey but Starfleet as envisioned by Gene Roddenberry is supposed to be the kind of organization that discouraged this sort of thing.
  • I can't speak to Gene's vision, but assuming Starfleet is akin to current navies or air forces, those have vastly larger support organizations than the actual ships or planes. There are far more paper pushers than those that serve on craft. While that rank is curious, the meaning of these ranks could easily have changed by this time.
