Chell's episode states she pulled out a gun, and Dominic didn't know where she got it. Since you're able to access all of Half-Life's weapons through the dev console, it makes Chell pulling out a gun all the more plausible.
The Electric Company that hired Blanka as a secretary wasn't Comically Missing the Point. They knew that having him power up the electric generators or do a similar task would essentially allow for unlimited energy. Something that would drive a power company out of business. So of course, Blanka was essentially Kicked Upstairs to give him a job that wouldn't possibly shut down the company.
